56 Wheatland Avenue, Smoky Lake, Alberta T0A 3C0 GRANT APPLICATION PACKAGE PROGRAM OVERVIEW BACKGROUND Family and Community Support Services (FCSS) is: a legal partnership between the Province of Alberta and municipalities or Metis Settlements; an agreement under which locally-driven preventive initiatives can be developed, to enhance the well-being of individuals, families and communities; a funding arrangement through which the province provides a pre-determined grant for locally-driven initiatives, and municipalities match that grant by providing at least 20 percent of the funding; a philosophy under which: o o o o a continually evolving program that encourages communities to strengthen themselves FCSS Grant Package Page 3 WHO MAY APPLY FOR FCSS FUNDING? The Town of Smoky Lake Family and Community Support Services will accept applications from not-for-profit agencies, community groups, organizations, associations, or committees. ELIGIBILITY GRANT CRITERIA The focus of the grant will be on building capacity and lasting partnerships within the Town of Smoky Lake. Applications must meet one or more of the following criteria: be of a preventative nature that enhances the social well-being of individuals and families through promotion or intervention strategies help people develop independence, strengthen coping skills and become more resistant to crisis help people develop an awareness of social needs help people and communities to assume responsibility for decisions and actions which affect them provide supports that helps sustain people as active participants in the community promote, encourage and facilitate the involvement of volunteers PROJECTS NOT ELIGIBLE FOR FUNDING: Grants must not be used for: recreational needs or leisure time pursuits of individuals public health transportation direct assistance including money, food, clothing, or shelter to sustain an individual or family rehabilitation duplication of services that are ordinarily provided by a government agency FCSS Grant Package Page 4 PROCEDURES RECOGNITION REQUIREMENTS it is important for the community to recognize where the funding provided is being utilized grant recipients are expected to acknowledge FCSS’s support for a project in public announcements at special events and media releases CONFIDENTIALITY STATEMENT The FCSS Advisory Board shall follow all the same privacy and confidentiality regulations recognizing that they will be dealing with various types of information relating to the Town of Smoky Lake, local district and community agencies which may or may not be available to the public. The Board shall follow FOIP at all times when dealing with personal information. FUNDING DISTRIBUTION Funding is allocated annually and must be reapplied for annually. Funding will be determined by the perceived need of the program in the community and the ability to obtain funding from other sources CONDITIONS Funds must be expended in the calendar year in which they are received. Unused portions must be returned to FCSS. Accountability for funding is maintained through reporting including project outcomes for your project or program to determine success. Please return grant applications to: Town of Smoky Lake FCSS Program Box 460, Smoky Lake, AB T0A 3C0 fcss@smokylake.ca WHAT THE FCSS PROGRAM IS LOOKING FOR IN YOUR FINANCIAL REPORT Your local FCSS program requires your financial report for at least two reasons: So that it can demonstrate accountability for the use of public funds provided to your organization under the Family and Community Support Services Act and Regulation; and So that the local FCSS program can in turn provide financial reports to the municipality or Metis Settlement and the Government of Alberta. In reviewing your annual financial report, the local FCSS program will be looking for answers to three questions: 1. Did your organization’s use of FCSS funds comply with the uses agreed to at the time the FCSS funds were granted to your organization? 2. Did your organization’s use of FCSS funds comply with the Family and Community Support Services Act and Regulation? 3. Did your organization have surplus (unexpended) FCSS funds? 1. COMPLIANCE WITH AGREED USES The first question-whether your organization’s use of FCSS funds complied with the uses agreed to at the time the FCSS funds were granted-may be answered by program reports as well as the financial report. It is important that your financial report contains sufficient detail to ensure that the local FCSS program is able to verify that the FCSS funds were used for the purposes intended. 2. COMPLIANCE WITH THE FCSS ACT AND REGULATION "Compliance" with the Family and Community Support Services Act and Regulation means that provincial FCSS funds were used only for purposes and types of projects that fit within the FCSS Act and Regulation and for expenditures that are eligible for FCSS funding. a) i. Were funds used only for the purposes of projects defined as eligible in the FCSS Act and Regulation and related policies? ii. Were provincial FCSS funds The FCSS program in your community must have determined that funds forwarded to your organization are in compliance with the FCSS Act and Regulation. b) i. Were FCSS funds used only for types of expenditures defined as eligible in the FCSS Act and Regulation and related policies? ii. Were FCSS funds not used for expenditures listed as not eligible in the FCSS Act and Regulation and related policies? Expenditures of the program shall not include a) Purchase of land or buildings b) Construction or renovation of a building c) Purchase of motor vehicles d) Any costs required to sustain an organization that do not relate to direct service delivery under the program e) Municipal property taxes and levies Even projects or programs that are eligible may have specific expenditures that are not eligible. For example, the Meals on Wheels project is eligible for FCSS funding, but the expenditure for client meals is not. A youth program is eligible for FCSS funding, but expenditures for recreational supplies are not. If some but not all of your expenditures are eligible for FCSS funds, your FCSS financial report needs to have sufficient detail to make it clear that funds were used only for eligible expenditures. 3. SURPLUS (UNEXPECTED) FCSS FUNDS The FCSS program will be reviewing your financial report to determine whether or not your organization actually used all of the FCSS funds that were granted. If not, you will have surplus (unexpected) FCSS funds. The FCSS financial report shall list all revenues, all expenditures, and then subtract the total expenditures from the total revenues. The difference will be one of three things: A surplus A break-even A deficit If you have a surplus (unexpected) FCSS funds, the FCSS program will determine how the surplus is to be handled-either retained for future use or returned to FCSS. WHAT INFORMATION TO INCLUDE IN YOUR FCSS FINANCIAL REPORT REPORT EVERYTHING RELATED TO FCSS REVENUES AND EXPENDITURES Basically, your annual FCSS financial report on FCSS revenues and expenditures for the fiscal year just ended: January 1 to December 31. Your FCSS financial report is intended to report only on the use of FCSS funds. If your organization is primarily funded by FCSS, you will report all annual revenues and expenditures for your total operation. If your organization is primarily funded by FCSS, but has a few expenditures that are not eligible for FCSS funding, report all revenues and expenditures, and provide enough detailed information to verify that FCSS funds are not being used for ineligible expenses. If your organization has received FCSS funds for a specific project ( i.e.: training program or only one part of client services), then the FCSs financial report should report only the revenues and expenditures related to the specific project or service that is FCSS-funded. REVENUES, EXPENDITURES AND SURPLUS/ (DEFICIT) Revenues include: Funding provided by FCSS and your organization FCSS dollars from prior fiscal year-the amount of the unexpended dollars your organization retained from the previous year Other revenues, including o o o o o FCSS Grant Package Page 13 Expenditures a). General administration and management of the municipal program, b). Operation of a board or committee for the municipal program, c). Planning and research regarding the overall program, d). General consulting by the municipality to services within the program, e). General consulting by the municipality to the community with regard to the program, f). Monitoring and evaluation of program services in the municipality g).Evaluating program service delivery effectiveness, h). Advertising and promoting the program services in the community i). Managing a specific service delivery mechanism j). Operating a board or committee for the delivery of the service, k). Providing training for staff and volunteers for this service, l). Reimbursing volunteers for incidental expenses necessarily incurred in providing volunteer services to the program but not including loss of wages, and m). Employment of staff to deliver family and community service
